§ 55.407  ACCIDENTAL DISCHARGE/SLUG CONTROL/SOLVENT MANAGEMENT.
   (A)   All SIUs with a state issued permit required to complete and submit a plan shall submit a copy of the plan(s) to the Wastewater Operations Manager for review.
   (B)   The Wastewater Operations Manager shall evaluate whether users need a plan or other action to control slug discharges. The Wastewater Operations Manager may require any user to develop, submit for approval, and implement such a plan or take other action that may be necessary to control slug discharges. An accidental discharge/slug control/solvent management plan shall address, at a minimum, the following:
      (1)   Description of discharge practices, including non-routine batch discharges;
      (2)   Description of stored chemicals;
      (3)   Procedures for immediately notifying the Wastewater Operations Manager of any accidental or slug discharge that would violate a prohibition under 327 IAC 5-18 or §§ 55.300 through 55.309 and procedures for follow-up written notification within five days;
      (4)   Procedures to prevent adverse impact from any accidental or slug discharge including, but are not limited to, the following: inspection and maintenance of storage areas, handling and transfer of materials, loading and unloading operations, control of plant site run-off, worker training, building of containment structures or equipment, measures for containing toxic organic pollutants (including solvents), and measures and equipment for emergency response.
