The owner of all residential, commercial and industrial or other buildings or property used for human occupancy, employment or recreation situated within the city is hereby required to install suitable toilet facilities therein and to connect the facilities to a public sewer or a private sewer facility. The connection shall be made to a public sewer except where there is no public sewer within 175 feet of the owner's residence or business, as measured from the sewer line and the owner's residence or business. If a connection is made to a private sewage system as permitted herein and a public sewer later comes within this distance, a connection shall be made to the public sewer, and the connection to the private sewage facility shall be abandoned. It shall be a violation of this subchapter not to make the connection required herein within 90 days after written notice to do so has been given to the owner by the utility. The notice may be given by delivery, or by certified mail to the owner's last known address.
