§ 30.01 ORGANIZATION OF CITY GOVERNMENT.

   The government of the city shall consist of five branches, those being:

   (A)   The executive branch;

   (B)   The legislative branch;

   (C)   The fiscal branch;

   (D)   The judicial branch; and

   (E)   Statutory boards and commission.
