(A) The Employee Health Fund, which shall be non-reverting and perpetual and shall be utilized to pay health care costs of employees and participants in its health care plan is hereby established.
(B) Any remaining balance in the general fund line item designated for employee health and medical costs shall be transferred to the Employee Health Fund.
(C) Any funds appropriated or budgeted for employee medical and health costs for the Fiscal Year 2013 shall be transferred into the Employee Health Fund.
