Bills for electric utility service shall be rendered and due monthly. If paid within 15 days from the date due thereof as stated in the bill, the net bill shall be the amount to be paid. If not paid within 15 days from the due date thereof as stated in the bill, the gross bill, which includes the collection charge, shall be the amount to be paid. When the fifteenth day falls on Sunday or any other legal holiday, the first business day thereafter shall be added to the 15-day period. The late fee when due, shall be payable as follows:
(A) On the first $3 or less of net billing, 10%; and
(B) On the next $300 of net billing, 3%.
