Every owner, agent or person having charge of any dwelling house or other building, the sewer from which is connected to the common sewer line, shall be responsible for all connections and lines that connect to the common sewer. Whenever it is necessary for any repairs and for ditches to be dug on these private lines and connections, it shall be done at the expense of the private property owner. All installations and repairs from the house connection to the property line of the owner shall be the responsibility of the private property owner.
