(A) The filling of earth around and on top of all connecting pipes with lateral or main sewers shall be done in a manner to obtain the greatest compactness and solidity possible.
(B) For that purpose the earth shall be laid and rammed in regular layers not exceeding nine inches in depth up to the surface of the roadway or thoroughly soaked with water as may be directed by the Community Development Officer, and the street or alley shall be left in as good condition, whether paved or unpaved, as it was previous to the laying of the pipe connection to the satisfaction of the Community Development Officer.
