No permit shall be issued to any but a licensed plumbing contractor who has paid the required license under the provisions of Chapter 110 of this code of ordinances for licensing plumbing contractors, that he or she will comply in all respects with the regulations and instructions of the Community Development Officer pertaining to the work, and be responsible for the faithful execution of all the work by his or her employer.
