The windshield on every motor vehicle as defined by SDCL § 32-3-1(1) except farm tractors and motorcycles, shall be equipped with a device or devices for cleaning rain, snow or other moisture from the windshield, which device or devices shall be operated by the driver of the vehicle. No person shall operate a motor vehicle upon the streets or highways unless such vehicle shall be equipped with such device or devices in good working order capable of cleaning the windshield thereof and which device or devices shall provide the driver a clear view of the street or highway.
