§ 130.06 UNLAWFUL PARADES AND PROCESSIONS PROHIBITED.
   (A)   No parades or processions other than a funeral procession shall be held upon the streets except with prior consent in writing of the Chief of Police, obtained upon application filed with the Police Department setting forth the time, route of, approximate number of persons and vehicles to participate in, and the names and character of the group or organization sponsoring the parade or procession.
   (B)   The consent of the Chief of Police to the holding of the parade or procession snail be given unless it reasonably appears that the holding of the same as set out in the application would unreasonably obstruct and impede traffic or would be likely to disturb the peace and quiet of the city.
