§ 31.05 MEETINGS OPEN TO PUBLIC.
   (A)   The meetings of the Commissioners shall be open to the public.
   (B)   It shall be unlawful for anyone not a member of the Lead City Commission to make any disturbance or interfere in any way with the deliberations of the Commissioners at the meetings and no person, not a member of the Commissioners, shall address or deliver any remarks to the Commissioners at the meetings without first asking for the privilege of doing so.
