If the owner, manager or lessee of property abutting a sidewalk fails or refuses to remove snow and/or ice within the time period specified in § 94.030 above or to keep sidewalks free from snow and ice at all times, the Public Safety Administrator or designee may have the snow and/or ice removed and the cost of removal and any associated fines shall be charged against the property owner, manager or lessee.
