(A) Any costs associated with the abatement of a nuisance shall be a lien against the property and is subject to the special assessment provisions of SDCL §§ 21-10-6 and 10-23-1.1.
(B) The Lead City Commission may also commence a civil action against the owner of the real property for its costs of abatement in lieu of the special assessment provisions of SDCL §§ 21-10-6 and 10-23-1.1.
