No person shall begin to construct, reconstruct, repair, or alter any sidewalk, curb, curb-cut, driveway, or street, or cut or excavate any street for underground utility lines or otherwise, on any of the public streets without first obtaining a permit from the Street Superintendent as provided by this subchapter.
