(A) No dog shall be restrained by a fixed point chain or tether for more than nine (9) hours in a twenty-four (24) hour period.
(B) No dog shall be restrained by a chain or tether which is less than fifteen (15) feet in length. Any chain or tether shall have swivels on both ends and shall be attached only to a properly fitting collar or harness worn by the dog.
(C) Any dog attached to a chain or tether shall have access to food, water, and shelter at all times.
