§ 90.23 MUZZLING DOGS.
   Whenever in the judgement of the Mayor there is danger of a spread of hydrophobia, or when so directed by the Council, the Mayor shall issue a proclamation, which shall be posted throughout the city, in not less than five public places, requiring for a time to be specified in the proclamation, all dogs in the city to be securely tied, confined, or muzzled. After such proclamation had been made and posted three days, and within the time specified for such tying, confining, or muzzling, it shall be the duty of the police or Dog Warden to secure and confine as provided in the state law relating to dogs, or to kill any and all dogs running at large or found in any public place without secure, strong, and effective muzzles, whether in public or private places, or the person who owns, harbors, keeps, or permits to remain on his premises any dogs, without the same being equipped at all times during the effective dates of such proclamation, with the muzzle, and wearing the same securely, strongly, and effectively attached as aforesaid.
