§ 30.50 CLERK-TREASURER.
   (A)   Authority. The Clerk-Treasurer is the fiscal officer of the city and the head of the fiscal branch. He or she shall perform the duties assigned by I.C. 36-4-10-5 and such other duties as the Common Council may, by ordinance, require.
   (B)   Election. The Clerk-Treasurer shall be elected for a four year term and shall serve until his or her successor is elected and qualified as is provided by statute.
   (C)   Duties.
      (1)   The Clerk-Treasurer shall appoint the number of deputies and employees needed for the effective operation of the office, with the approval of the city legislative body. The Clerk-Treasurer's deputies and employees serve at the Clerk-Treasurer's pleasure.
      (2)   The Clerk-Treasurer shall be the custodian of all financial documents and records of proceedings belonging to the city which are not assigned to the custody of some other officer.
      (3)   The Clerk-Treasurer shall keep and maintain a proper index to all documents and records kept by him or her, so that ready access thereto and use thereof may be had.
   (D)   Additional duties. In addition to the duties herein provided, the Clerk-Treasurer shall perform such other duties and functions as may be required by statute or ordinance.
   (E)   Powers with regard to payment of accounts payable vouchers. The Board of Works and the Utility Board of the city find that the Clerk-Treasurer of the city shall henceforth be empowered to issue checks on behalf of the city for the payment of accounts payable vouchers owed by the city prior to the approval of the payment by the Board of Works and the Utility Board of the city in those situations pursuant to I.C. 36-4-8-14 and I.C. 36-5-4-12 where the payment must be made prior to the approval of the Board of Works and the Utility Board in order to avoid late charges, penalties and interest being assessed against the city.
