§ 30.32 COMPOSITION OF DISTRICTS.
   The Common Council shall divide the city into four districts composed of contiguous territory, reasonably compact, and containing, as nearly as possible, an equal population according to the most recent United States census. The districts shall be denominated "Council District Number      ."
