(A) The Common Council shall be comprised of five members, four of whom shall be elected from districts and shall be called "district Council members" and one of whom shall be elected from the entire city and shall be called "Council member-at-large."
(B) Each candidate for district Council member, at the time of his filing for election, whether at the primary or at the general election, and at all times during his or her term, if elected, shall be a resident of the district from which he or she is elected.
(C) Each candidate for Council member-at-large at the time of his or her filing for election, whether at the primary or at the general election, and at all times during his or her term, if elected, shall be a resident of the city.
(D) So long as the population of the city, according to the most recent United States census, is less than 5,000, each voter, resident of the city, shall have the right to vote for a candidate for Council member-at-large and for one candidate for district Council member from each of the districts within the city. The candidate receiving the largest number of votes cast in the entire city for Council member-at- large shall be elected Council member-at-large. Each candidate for district Council member receiving the largest number of votes cast for Council member from the district of his or her residence shall be elected such district Council member.
(E) So long as the population of the city, according to the most recent United States census, is 5,000, or over, each voter, resident of the city, shall have the right to vote for a candidate for Council member-at-large and for one candidate for district Council member from the district within which such voter resides. The candidate receiving the largest number of votes cast in the entire city for Council member-at-large shall be elected Council member-at-large. Each candidate for district Council member receiving the largest number of votes cast for Council member from the district of his or her residence shall be elected such district Council member.
