§ 150.43 DEMOLITION/REHABILITATION OF BUILDINGS OR STRUCTURES.
   (A)   Prior to the demolition or rehabilitation of any building or structure, an individual shall first obtain submittal requirements from the City Engineer's Office.
      (1)   The applicant shall complete and submit required information to the office of the City Engineer.
      (2)   The application submittal shall be accompanied by:
         (a)   A permit fee of $150;
         (b)   Proof of insurance in an amount approved by the city;
         (c)   A bound, certified check or a letter of irrevocable credit, made out to the city, for the contract price for the demolition or rehabilitation work to be done; and
         (d)   Proof of compliance with I.D.E.M.
      (3)   Upon receiving and approval of the above mentioned information, a permit shall be issued.
      (4)   The bond, certified check or letter of irrevocable credit will be released after final inspection from the City Engineer or designated staff.
   (B)   However, if the building or structure is deemed to be a health or safety hazard beyond repair by the Fire Chief or Enforcement Officer, the fee requirement is waived and no permit is required.
   (C)   If the building or structure contains a basement, cellar, or any other underground feature, the basement, cellar, or underground feature must be filled to the ground level upon demolition of the building or structure.
