Before any person owning the same shall move any house, barn, shed or other building over the streets, alleys, bridges or thoroughfares of the city, he or she shall give five days' notice to any person having wires crossing the streets, alleys, bridges or thoroughfares of the city and likely to be affected by the moving of such house, barn, shed or other building, and, upon receipt of such notice, any such person having wires crossing the streets, alleys, bridges or thoroughfares of the city and likely to be affected as aforesaid, shall move such wires in such manner as to the moving of such house, barn, shed or other building. The expense of moving such wires and the like shall be paid by the applicant for such moving permit.
