§ 96.53 OBSTRUCTING FREE PASSAGE OF STREETS.
   It shall be unlawful for any person, by any means or in any manner, to collect together vehicles or any substance or material so as to obstruct the free passage or use of any street. The provisions of this section shall not apply to any person making an obstruction under a building permit or under any right granted by any provision of this code, any applicable ordinance of the city or other legal authority.
