Any person making an excavation or placing any building material or obstruction in any street shall, in addition to the lights required by § 96.49, guard the excavation or obstruction by barriers or barricades in such manner as to warn travelers of the existence thereof and to prevent pedestrians and vehicles from falling into such excavation or going upon such obstruction.
