§ 96.45 DEFINITIONS.
   For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   EMERGENCY. Any unforeseen circumstance or occurrence, the existence of which constitutes danger to the health or welfare of persons or property, or which may or does cause the interruption of a service being furnished by a public utility doing business in the city, which utility is subject to the jurisdiction of the Public Service Commission of the state.
   PERMIT. The authorization issued by the Board of Public Works and Safety pursuant to the provisions of this subchapter relating to permits to make an opening or excavation in a street of the city.
   PETITIONER. Any person who makes a request for a permit pursuant to the provisions of this subchapter.
   STREET. Any public street, public highway, public alley, public right-of-way or a public road, any of which is under the jurisdiction of the Board of Public Works and Safety of the city.
