In all street improvements hereafter made in the city, the grade thereof shall be made with reference to the United States Coast and Geodetic survey made in the year 1879. The bench mark under the first window on the water table east of the main entrance door fronting on High Street of the county courthouse in the city, being 486.46 feet above the level of the sea, shall hereafter be used as a monument for such grades.
