§ 94.21 PUBLIC NUISANCE.
   Except as otherwise provided, the deposit, storage, maintenance and/or collection of junk and/or rubbish outside of a building or buildings is declared to be a public nuisance and offensive to the public health, welfare and safety of the residents of the city.
