(A) The Department Head of the Engineering Department shall be the City Civil Engineer and shall be responsible for the following areas:
(1) Engineering, planning and zoning, permitting, inspection, and global information systems (GIS).
(2) The City Civil Engineer shall report directly to the Mayor.
(3) He or she shall supervise and manage the design, planning and construction phases of city projects.
(4) He or she shall coordinate and approve all construction drawings, specifications, schedules and estimates.
(5) He or she shall make periodic status reports on projects to the Mayor and City Manager, Board of Works, and City Council.
(6) He or she shall direct and supervise the work of all Engineering Department employees.
(7) He or she shall certify for payment all construction related claims.
(8) He or she shall approve all permits for demolition construction within the city.
(9) He or she shall maintain public construction files and records.
(10) He or she shall provide estimates and recommendations necessary for budgeting purposes to the Mayor, City Manager, Board of Works, and City Council.
(B) The minimum requirements for the position of Director of Engineering shall be a Bachelor's degree in engineering from an accredited college or university and four years relevant experience.
