The Commission created by this chapter shall prepare and present to the Common Council of the city a master plan for the city, consisting of, but not limited to, the laying out and development of public ways; the zoning of residential, industrial and business districts; the location, height and construction of all types of buildings; and containing any other matter consistent with the promulgation of the health, safety and welfare of the citizens of the city.
