The Commission created by this chapter shall fix the time for holding regular meetings, but it shall meet at least once in the months of January, April, July and October; special meetings may be called by the president or by two members upon written request to the Secretary and the Secretary shall send to all the members, at least two days in advance of a special meeting, a written notice, fixing the time and place of the meeting; provided that, such written notice of a special meeting shall not be required if the time of the special meeting has been fixed in a regular meeting or if all members are present at the special meeting.
