§ 5-2-6-28. CIVIL ACTION.
   (A)   The City of Lawrence may initiate a civil action in a court of competent jurisdiction to restrain any person accomplishing a land alteration from violating a storm water management requirement or plans and specifications filed in order to obtain a storm water permit. The City of Lawrence may also initiate a civil action in a court of competent jurisdiction to restrain any person who owns land from allowing a storm water management requirement or plans and specifications filed in order to obtain a permit to be violated when a land alteration is accomplished. The purpose for which injunctive relief may be sought shall include, but not be limited to:
      (1)   Enforcing the provisions of a stop-work order issued pursuant to § 5-2-6-27;
      (2)   Preventing the accomplishment of a land alteration in violation of a storm water management requirement; or
      (3)   Requiring accomplishment of a land alteration in accordance with storm water management requirements and, if a storm water management permit has been obtained, plans and specification filed therewith.
   (B)   This sanction shall in no way limit the operation of penalties provided elsewhere in this chapter.
