Whenever required to carry out the objectives of this Article 1, the Director or his or her authorized representative, upon presentation of his or her credentials, shall have a right of entry to, upon or through any premises for purpose of reviewing relevant records or inspecting, measuring and sampling of the discharges. This right of entry shall include, but not be limited to, any equipment necessary to conduct the inspections, measuring and sampling. It shall be the duty of the person to provide all necessary clearance before entry and not to unnecessarily delay or hinder the Director in carrying out the review of relevant records, inspection, measuring and sampling. The right of entry shall exist at any time.
