(A) Notwithstanding any other section, any person who violates any provision or discharge limit of this Article 1 may be fined an amount not to exceed $2,500. A violation of any permit issued under this Article 1 or special agreement entered into under the authority of this Article 1 shall constitute a violation of this Article 1. Each day’s violation shall constitute a separate offense.
(B) Nothing in this Article 1 shall restrict any right which may be provided by statute or common law to the City to bring other actions, at law or at equity, including injunctive relief.
