§ 5-1-1-3. UNLAWFUL DISPOSAL OF WASTES.
   (A)   It shall be unlawful to discharge to any natural outlet or watercourse within the City any wastewater or other polluted waters, except where suitable treatment has been provided in accordance with the laws of the United States, the State of Indiana and the City.
   (B)   Except where a valid NPDES permit exists, the owner of all houses, buildings or properties used for human occupancy, employment, recreation or other purposes, situated within the City and abutting on any street, alley or right-of-way in which there is now located or may in the future be located a City sewer is hereby required at his or her expense to connect the facilities directly with the proper City sewer in accordance with the provisions of this chapter, within 90 days after the date of official notice to do so, provided that the City sewer is within 175 feet of the property line, notwithstanding whether or not the facilities are served by any private sewage disposal system, and within conditions as hereinafter provided.
