In addition to the qualifications set out in § 4-1-1-3, the City Controller may refuse to issue a permit required by this chapter for any of the following reasons:
(A) Any person holding a financial or proprietary interest in the licensed premises has been previously connected with an adult bookstore or museum where the license thereof was revoked within the last three years;
(B) Any of the provisions of the law applicable to an adult bookstore or museum has been violated by the applicant or one of his or her officers or employees within the last three years and convictions therefor were obtained; or
(C) The premises sought to be so licensed fails to comply, in any manner, with the laws applicable thereto.
