§ 4-1-1-3. QUALIFICATIONS OF APPLICANTS.
   (A)   The general standards herein set out relative to the qualifications of every applicant for a City license shall be considered and applied by the Department of Public Works.
   (B)   The applicant shall:
      (1)   Be of good moral character. In making that determination, the Department of Public Works shall consider:
         (a)   All convictions, the reasons therefor and the conduct of the applicant subsequent thereto;
         (b)    The license history of the applicant, whether the person, in previously operating under a license in this or another state, has had the license revoked or suspended, the reasons therefor and the conduct of the applicant subsequent to the action;
         (c)   A routine check with the Better Business Bureau will be made of all applicants to determine whether there is a history of consumer complaints lodged against the applicants as a result of prior business dealings with the public; and
         (d)   Other facts relevant to the general personal history of the applicant as are necessary to a fair determination of the eligibility for a City license.
      (2)   Not be in default under the provisions of any chapter of this code or indebted or obligated in any manner to the City except for current taxes.
