(A) It shall be unlawful for any person to operate or maintain an adult bookstore or sexually themed business without first obtaining a permit therefor from the City Controller.
(B) It shall be unlawful for any person to operate, display or exhibit within the adult bookstore or sexually themed business any videotape machine or other type mechanical or electrical amusement device without first obtaining a permit for each machine from the City Controller as prescribed by §§ 4-2-4-1 et seq.
