It shall be unlawful for any person, firm or corporation to operate or allow to be operated, by coin or otherwise, in any public place or place of public resort any mechanical, electronic or video-electronic amusement device within the City of Lawrence without first obtaining a permit therefor from the City Controller and otherwise complying with the provisions hereinafter set out.
