It shall be unlawful for any person, firm or corporation to maintain a place of business within the corporate limits of the City for the purpose of the purchase or sale of junk or any type of scrap material, including, but not limited to, scrap metals, wrecked vehicles or used vehicle parts, old rags, canvas, paper or other similar materials, provided that this section shall not be construed so as to prohibit the placement of enclosed, sturdy containers on public or private property for the purpose of collecting newspaper, aluminum cans, glass bottles and other similar materials suitable for recycling and pending transport to a recycling facility.
