(A) Every person, firm or corporation who shall sell, offer for sale, purchase or offer to purchase any type of used goods or who shall operate or maintain a pawnshop within the City shall, before engaging in the business, obtain a permit therefor from the City Controller as provided herein.
(B) Each permit issued pursuant to this section shall be valid for a period of one year from the date of issuance unless earlier suspended or revoked.
(C) Excepted from the requirements of this chapter are garage sales, provided that the frequency of the sales do not exceed an aggregate of ten days at any one location within any calendar year.
(D) It shall be unlawful for any person to hold or allow to be held any garage sale at any location for any aggregate period in excess of ten days in any calendar year without first obtaining the proper commercial zoning classification and otherwise complying with the requirements of this code and other applicable law.
