(A) No person, firm or corporation shall operate any type of bus within the City of Lawrence for the purpose of loading or unloading passengers within the city except by agreement entered into between the person, firm or corporation and the Common Council.
(B) Any bus company authorized to operate buses upon the streets of this City shall operate, maintain and provide service only upon the routes designated by the Common Council.
