§ 3-2-3-4. SCHOOL ZONE SPEED LIMITS.
   (A)   There are hereby created within the City areas defined and established as school zones as provided in § 3-2-3-2, which shall be defined as that section of any street, boulevard, highway, parkway, alley or other public right-of-way contiguous to any educational institution, regardless of whether it is private or public.
   (B)   No person shall drive a motor vehicle on any street, boulevard, highway, parkway, alley or other public right-of-way within a school zone established pursuant to § 3-2-3-2 and division (A) hereof at a speed greater than 25 mph.
   (C)   Signs designating school zones shall be posted according to standard street and highway designation standards, and the posting shall also be provided at appropriate locations where a 25 mph speed limit is established without regard to specific reference to a school zone.
   (D)   The speed limit established for designated school zones shall be in force from 7:00 a.m. to 4:30 p.m. on all days on which the schools are open. At all other times, the speed limit shall be the speed limit established for the portion or portions of the same street, boulevard, highway, parkway, alley or other public right-of-way immediately adjoining the school zone.
