The motor vehicle pool shall be maintained under the administration, control and supervision of the Division of Motor Vehicle Management within the Department of Public Works as provided by § 1-2-8-4 of this code. The motor vehicle pool shall include for the respective departments only the number and type of vehicles as reasonably shall be required by the respective departments and their personnel to accomplish and provide the necessary functions and services of the City and to accomplish appropriate functions and public service with respect to personal and personnel transportation. The motor vehicle pool also shall consist only of vehicles of such models, accommodations and fuel efficiency as shall reasonably minimize public expense and shall be operated in conformity with the provisions of this chapter and those other reasonable standards and requirements as may be established and imposed by the Board of Public Works and Safety.
