Robert’s Rules of Order, Newly Revised (latest edition), shall govern the deliberations of all City boards and administrative agencies, including the Common Council, except when in conflict with this code or the laws of the State of Indiana. The rules of order, other than those required by statute, may be suspended at any time by consent of all of the members present at any meeting.
