It shall be unlawful for anyone, other than employees or agents of the town or town-authorized employees of utility companies authorized to operate in the town in the course of their prescribed duties, to trim any trees in a street right-of-way or on town property without first having obtained written permission from the town. This permission must be obtained 14 days before such trimming is to start unless a utility or public safety emergency exists.
