§ 151.04 INTERSECTION AND STREET RIGHT-OF-WAY OBSTRUCTIONS AND ENCROACHMENTS.
   (A)   It shall be unlawful for any property owner, lessee or tenant to allow flowers, shrubs or trees to grow at any street intersection in the town so that plantings will obstruct and prevent a reasonable and safe view by vehicular traffic approaching the intersection.
   (B)   It shall be unlawful for the owner or occupant of any lot or parcel in the town to plant trees, shrubs, flowers and the like upon the street right-of-way if such plantings will interfere with mowing, snow removal or other maintenance procedures upon the right-of-way or interfere in any free movement of traffic upon the street or with emergency off-road parking.
   (C)   It shall also be unlawful for the owner or occupant of any lot or parcel in the town to place stones, erect curbs, build fences or walls or any other barriers/obstructions of any type (permanent or temporary) upon the street right-of-way without permission of the town.
