It shall be unlawful for any person to drive or operate on the streets or sidewalks of the town any tractor or any other vehicle with cleats, lugs or flanges, or any vehicle or machinery of any kind, the wheels or traction of which are so constructed as to break, tear or damage or are likely to break tear or damage the surface of such streets or sidewalks.
