§ 33.14  COMMANDER.
   There is hereby established the appointed rank and position of Commander of the Police Department. Commander shall be appointed by the Chief of Police of the Department and shall serve at the discretion of the Chief of Police. Commander shall be a non-classified rank immediately above the rank of Sergeant, and below the rank of Lieutenant. Commanders may be appointed from the rank of Sergeant or above. If a Commander is terminated as Commander by the Chief of Police, the Commander shall revert to the rank held by that individual at the time of original appointment to Commander regardless of whether a vacancy exists in that rank.
