The proposed PUD and construction of all proposed buildings, parking spaces, landscaping, usable open spaces, and amenities must be started within three years of the date of final approval of the PUD plan and completed within five years. This five- year period may be extended by the Commission following public notice and public hearings in the same manner as provided for in § 154.22 of this code. Failure on the part of the owner to secure the written extension shall result in stoppage of all construction.
