(A) Streets shall be completed to grades shown on plans, profiles, and cross-sections, provided by the subdivider and prepared by a registered professional engineer or registered land surveyor and approved by the Commission.
(B) The streets shall be graded, surfaced, and improved to the dimensions required by the plans, profiles, and cross-sections, and the work shall be performed in the manner prescribed in Standard Specifications for Road and Bridge Construction and Maintenance (current issue) of the state Department of Transportation (INDOT). References in the following sections of this subchapter refer to the INDOT Standard Specifications.
(C) The street surface shall be a flexible pavement of a width as shown in the Minimum Standards for Highways in All Subdivisions (see Appendix E), and shall be constructed equal to those standards given below:
(1) Minimum design characteristics of street and alley pavements, as given in division (B) of Appendix B to this chapter; and
(2) Aggregate base specifications, as given in Appendix C to this chapter.
(D) (1) Prior to placing the street surfaces, adequate subsurface drainage for the street shall be provided by the subdivider. Subsurface drainage pipe, when required, shall be coated corrugated metal pipe or a similar type, not less than 12 inches in diameter, approved by the Commission.
(2) Upon the completion of the street improvements, plans and profiles as built shall be filed with the Commission.
(E) (1) Inspection of the construction of all roads shall be made by at least two of the following people: the county Highway Superintendent, the County Planner, the County Engineer, the County Surveyor, the county Building Commissioner, or the county Utility Inspector.
(2) Inspection shall be made of:
(a) Subbase preparation;
(b) Base aggregate placement;
(c) Each asphalt course;
(d) Curb placement; and
(e) Sewer pipe placement.
(3) The contractor shall notify the County Engineer 24 hours prior to each phase of work.
(F) Acceptance of the roads and improvements by the Plan Commission requires a letter of recommendation signed by the county Highway Engineer and Building Commissioner and subsequent notification of the Council by the Commission that all roads and improvements have been completed in accordance with the requirements of this title.
