(A) Pursuant to I.C. 9-21-5-6, it shall be unlawful for any vehicle to exceed 15 miles per hour on the following designated roads during flooding conditions, and the roads shall be closed to all except local traffic. These conditions shall take effect when the lakes exceed the established level of 796.2 feet above sea level and upon posting of signs of the speed limit and of “local traffic only” restrictions.
